LPNA Board Meeting Minutes – 7/15/2020

July 15, 2020 – 7pm – 9.30pm, Online Zoom Meeting

Guests: Chris Long and Bob DeClue from Harmony Homes

 

 

Chris Long and Bob DeClue from Harmony Homes discussed a proposed project to renovate the church at 3456 Jamieson Ave to convert it into a “boutique senior living facility”.  They stressed this particular location would not be a nursing home or a memory care facility but purely offering assisted living opportunities.

 

Their proposal included: 16 beds, some sharing/few private rooms, (12 bedrooms total), commercial kitchen, elevators, 3 day nurses, 2 night nurses (5:1 ratio of staff to resident), shared bathrooms, 1 communal dining area, outside courtyard seating.  Targeting $6,500 per bed cost.  Visitors will be 100% appointment based. If any resident needs nursing care they will work with a placement agency to move the resident to a different facility.  This is stressed as being “home-based care”.

 

Currently they have 3 locations in St. Louis under contract and other existing locations in Arizona and Chicago.  The building will need a zoning variance.  Rectory and church will be rehabbed at the same time.  Hoping to start construction late 2020/early 2021.  Rectory could possibly be used as office facility or to house staff.  Renovations to be done by Striker Construction.  Three (3) architects are being interviewed currently.  Exterior of building will be upgraded, steeple needs work, but goal is to keep it historically accurate and looking like a church.  Will be looking at a keypad/thumbprint security access.  Deliveries will be kept to minimum and conducted in parking area and not via the alley as the space is too narrow. Garage will be torn down to make way for parking space.  Double parking on Jamieson Ave would not be permitted. No signage on the building. No Medicaid beds. Biohazard waste will be provided for medical waste. Should have a maximum of 4-5 staff at any given time.

 

LPNA would require conditions, possibly hold neighborhood meeting, they would have to meet with the neighbors and Pat will follow up with Joe.  They are not looking for tax abatement.  This is a for profit organization. Pat will ask them for a detailed job spec and building plan and the Board will make a decision based on that and the neighbors’ feedback.

 

The Minutes from May 16, 2020 were approved. Motion made by Lindsay, seconded by Gabe.

 

Neighborhood Meeting

This will occur as a Webinar.  Pat will contact Randy Breitenfeld from the Refuse Dept. to discuss trash/recycling/bulk pick up.  Scott Ogilvy, the Transportation Policy Planner will be either a backup or a guest in December.

 

Committee Reports

 

Streets & Properties:

  • 7080 Oleatha: Karen will follow up with owner as to what her intentions are. Nothing new is happening.
  • Vacant lot next to 7080 Oleatha: This has sold and the owners plan to build 2 houses on this property.
  • 7036 Winona: Violations letter was issued re retaining wall.
  • 6977 Pernod: There are some broken windows. No requests for permits noted.
  • 6609 Bancroft: Possible suspicious drug activities.

Karen is discussing with Joe and the problem property attorney about having violation letters issued to various problem properties.  The Courts have been closed.  Repairs to properties are not being done and owners are just paying the $50 fine.  Karen is suggesting daily fine/penalties for not making repairs as these to be addressed.

Events:

  • Lawn & Garden: 6 front yard and 3 back yard (incl. 1 back and front yard) winners. Winner’s gardens will be posted to the website with photos.  It was suggested that a virtual video tour be done of the winning gardens for 2021.  Doug will meet Pat at the park to get the signs.
  • LinFest: The Billboard refund has been mailed to us. Raising Cane’s has requested their payment to be credited to 2021.
  • Lindenwood Live: All concerts were cancelled due to the Park’s Dept. requiring too many hoops to jump through. Refunds to food trucks is on-going.
  • Tweetup: July 28th from 6pm-8pm via Zoom. This will be promoted via Facebook, Nextdoor, website and Joe’s e-blast.  Curbside pickup from Biggie’s is recommended.
  • Trivia: SLACO will be holding a virtual Trivia and using “giveable” for donations. Pat is a judge and will be seeing if this would work for an LPNA Trivia option.

 

Beautification:

  • Park: The playground under the swings needs more mulch and needs repairs. Emily Y has spoken with Kim Haegele – awaiting feedback.  It would cost $250k to replace with 25% match from Alderman. Tilles Park needs repairs too, but they had major work done last year.  An assessment will be performed to address needs.  1 pine tree on Lindenwood is dead and needs to be removed.  1 pine tree on Prather is also dying.  Emily Y to contact Vicky Wakeland [email protected] (314 613-7207) to assist.  Downed branch at flagpole needs to be removed.  The park won’t open fully until the Health Dept. declares it safe.  Karen will follow up re signs for the playground – Street’s Dept. are printing them.
  • Building Keys: Pat has Lisa’s old keys – full set. Craig has keys – excludes inside closet keys. Tim will use Craig’s keys to test all the doors and mark them all.
  • Trees: Aaron received several donations which will go towards buying a wagon which will be stored in the building. Tree watering event is scheduled for Saturday July 19 at 9am.
  • Green Team: Clean up went well and were able to social distance easily. Next clean up will be in September.
  • Community Garden: Easy to social distance and have several requests for more garden plots.
  • Wabash Garden: Will be expanding the garden and bringing in more soil and will plant more plants in the Fall. Pollinator garden is doing well.
  • Ivanhoe Planters: Looking great and they are being watered.

 

Communications

  • All events have been cancelled on the website. Will post Tweetup info.
  • Doug to send Greg the photos and write up regarding the Lawn and Garden contest winners for the website. Greg will look for the old photos from 2019.  2020 winners’ photos will be sent to Wendy to add to the website.
  • Newsletter will go out before the next Tweetup and will include all cancelled events and Tweetup info.

 

Block Captain Report

  • Nothing to report.

 

Membership Report

  • Renewals to be sent out for 2020. Hard copy to go out in August. Karen will continue to prepare and deliver Welcome packs.

 

Treasurer’s Report

  • Mostly consists of refunds as per Lindsay’s attachments sent out.

 

Safety

  • Nothing to report.

 

 

Old Business

  • Mary Ann Rogers: Mary Ann was asked to resign from the Board. We don’t believe she had a clear picture of the function of the Board. She was encouraged to remain involved in events and we value her time and dedication.
  • Chipotle: Have been approved. No further information.
  • Flags: Jack will submit an example of his design for approval.

 

New Business

  • New Board Members: A few people have approached Pat.  Shelley Hamman is a possibility.
