LPNA Board Meeting Minutes – 8/19/2023

Board of Director’s Meeting at Machacek Library

Saturday, August 19th, 2023, 10am

 

Present: Pat Acquisto, Lisa Roggeman, Milton Murry, Greg Roggeman, Tim Nowell, Adam Rustige, Carol Hofer, Bret Narayan

Apologies: Brian Kolde, Jenna Stout, John Harris, Emily Yale

Guests: Sara Davis, Jim Barnthouse, Nester Wheelock, Megan (tattoo artist)

Jim Barnthouse from Personal Space Fitness (also President of The Hill Neighborhood Association) at 3401 Watson Rd., will be opening a fitness business. Conditional Use permit has been approved. Upgrades to the property include new paving, concrete inside, adding handicapped accessible bathroom, replace garage door, turf/gardens on front and side, fence.  May have occasional food trucks on old Murray’s space and keen to be involved with the neighborhood. Currently have 2 locations on The Hill.  Planning on opening in late October.  Have 100 full-time members and 60+ personal training packages.  www.personalspacefitness.com.

 

Welcome and introduction to Sara Davis who is keen to join the LPNA Board.

An amendment was made to correct the name of St. Louis Activity Center on Arsenal – not 5-Star.

A motion was made to approve the Minutes from July 19th, 2023 by Adam and seconded by Carol.

 

Neighborhood Meeting: to be held at Watson Terrace Christian Church, September 11th at 7.30pm

  • Guest speakers: Betherny Williams, Director of Streets
  • KaJauna Thomas, Client Service Coordinator w/Division of Civilian Oversight (5 mins)
  • Laura Maddox, Walk to End Alzheimer’s on 10/28 (5 mins)
  • LPNA Business.
  • LASM & Machacek.
  • Elected Officials.

 

Alderman’s Report:

  • Incumbered & Unincumbered Funds: “Legislative fix” to figure out what to do with funds from old Wards. Possible excess funds from defunct wards to go into new wards that they fall under. Ward capital comes from sales tax. Funds are currently frozen until Aldermen are back in session and approved by E & A. Major portion of our funds were allocated to park upkeep: LED lights, building update, pickle ball.

 

NIS Report (Brian not in attendance)

  • Pat will follow up with Brian re problem properties.
  • 6938 Oleatha: Bret will look into why the owner has not been arrested as there is a warrant out for his arrest. Court date is Sept 9.
  • Bancroft/Prather: Utility truck is parked long term. Has commercial signage and IL plates.

 

New Businesses:

  • Waubonsie Ridge Beef: Had a soft opening and will be officially opening next weekend.
  • Tattoo Parlor: Wanting to rent property from Southside Computer (Nestor) on Ivanhoe. Megan, Tattoo Artist, introduced herself and explained her plan for the business. Has been a tattoo artist for 10 years, worked in Ireland, Spain, China and USA. Feels there is a need for female run studios.  The hours would probably be 10am – 6pm (no later than 8pm).  May hire other artists (max 4) at some stage. Schedules by appointment only while sole artist. Planning to have a professional window design with “Tattoo’s” and the name of the business – Honeymoon Tattoo – on the back door.  No flyers on windows. Will continue to work on the back garden.  Will work within the State and City health codes. Wants to be involved with the community.
    Nestor’s property next door: saving money to redo it.  Waiting for the real estate values to go up.
  • Series Six: 3719 Watson. Have applied for Electrical permits. Plan to open in January 2024.

 

Committee Reports

 

Events:

  • Meetup: Meetup will take place at Chilanguita Mexican Kitchen on Tuesday August 22nd, from 6-8pm.
  • Lindenwood Live: Tim will be confirming with the band. Tom will put out signs on Watson Rd. 3 people dropped out of placing signs. Sponsored by the Blues Society ($150). 7 food trucks lined up. May look at 5 savory/2 dessert trucks for June & August concerts going forward. Will raise prices to $75 next year for food truck participation. Adam will run the LPNA table in September.
  • Trivia: Original date had 18 tables sold. At reboot, 14 tables sold. It was a fun evening and made over $2,500.

 

Beautification:

  • Park: Nothing to report.
  • Community Garden: All gardens are doing well.
  • Wabash Garden: Gone beyond our scope and letting it go for a while. Picking up trash.
  • Green Team: Next trash pickup is on Sept 2nd.  1st Alarm mowers are doing well and reliable. Tim& Adam will spray vegetation killer.

 

Communications

  • Darran is ready to switch to the new host on Monday. Greg sent Board a link to the new host to test. Email Greg if you spot any outdated information on the website – please send him the link to the issue you’re reporting. Greg will speak to Hot Lava about the calendar issue.

 

Membership:

  • Welcome packs will go out next week.
  • Currently have 260 paid-up members – down 3 from July due to lack of July renewals.

 

Safety:

  • Tom Scheifler from STL Hills Safety Committee presented at our Safety Committee meeting. The cameras they recommend are purchasable from Amazon for around $200. Other cameras are not compatible with this system. Adam shared the STLHNA initiative detailing their procedures. They use off duty officers ($80/hr – $640/8-hr shift).  Their goal is to have a camera on every block. Cameras are not live, but record in 30 second clips (+15 seconds before and after an event).  Clip is sent to a tablet within 15 seconds and info is stored in the cloud.

 

Treasurer’s Report:

  • Total deposits = $1,815.09. Total deductions = $755.81. July closing balance $5,531.68.

 

Old Business

  • BB60: Several other neighborhood associations are against this, as are the majority of LPNA’s Board.
  • Pat’s duties as President: Pat handed out a list of her duties for further discussion at a later stage.

 

New Business

  • GSA Traffic: Pat will schedule a Zoom meeting with Kathie McCann, acting principal and LPNA Board to discuss the school traffic situation on Ivanhoe. Possible no left turns during certain hours.

 

There being no further business, the meeting was adjourned at 12.33pm.
