LPNA Board Meeting Minutes – 1/21/2025

Board of Directors Meeting
Tuesday, January 21 at Epiphany Catholic Church

Present: Pat Acquisto, Karen Clifford, Sara Davis, John Harris, Milton Murry, Bret Narayan, Greg Roggeman, Lisa Roggeman, Adam Rustige, Jenna Stout, Greg Todd, Emily Yale
Apologies: Tim Nowell

A motion was made to approve the Minutes from November 16, by Sara Davis, and seconded by Adam Rustige.

For the upcoming general membership meeting, the Board discussed the potential slate of speakers, including Darlene Green. The organization does not allow politicking at meetings, so Adam will not approach Darlene Green to speak at the next meeting. If Green attends the meeting, she will be allocated a few minutes to speak about her role as controller. Adam will reach out first to Kim from the Parks Department and then Alan with the Forestry Department as guest speakers.

Aldermanic Report:

Bret provided the following highlights:

  • Committee hearing regarding STL City street conditions: Addressed the City’s poor response to the early January winter weather and the resulting icy road conditions for the subsequent three weeks. It was noted that refuse workers, under union contract, do not pick up trash if there’s 6 inches of snow or the temperature drops below 10 degrees.
  • Police raises: 7% raise for the City police with reduction in force size (achieved by not filling current vacancies)
  • Ram settlement fund: bills will allocate funding

Emily requested information on the budget process for Park projects. It was noted that Lindenwood Park does not have a master plan to guide these projects. Bret will need to receive Park project requests for the 2026 budget year by April.

NIS Report:

Karen Clifford gave the following report:

  • Approximately 2800 service reports received by her NIS team due to the recent winter storm, resulting in icy road conditions and lack of trash pickup throughout the neighborhood and City as a whole
  • Progress reports on problem properties:
    • 70xx Oleatha – overgrown property, has been cleaned up recently.
    • 69xx Oleatha– hoarder property with junk in yard. Working with the Health Department to get a court order for the City to remove items.
    • Lansdowne & Walbash intersection – traffic light is now synced, and traffic issues appears to be resolved

Karen is focusing on streets and refuse issues that persist since the winter storm. She expressed gratitude to Bret for his efforts during the City Streets Department hearing to bring action (salting and plowing) to the 4th Ward and other parts of the City.

Committee Reports

Events:

  • Meetup: Next meetup will take place on January 28 at Ari’s.
  • Concerts: Tim books the bands and secures all permits. Greg is responsible for the food trucks. Lisa will follow up with Tim to determine if she can assist with permits, etc.

Beautification:

  • Park: Emily reported that work on the Park building is underway. She will send a list of Park improvements needed for 2026 to Bret.
  • Community Garden & Wabash Garden: Milt reported on SeedSTL volunteer assistance, including a new compost bin. The community garden is at capacity.
  • Green Team: The next cleanup will occur on April 19.

Communications:

  • Greg Roggeman is working with Greg Todd to resolve some LPNA shop inventory issues.

Membership:

  • Lisa reported that the membership committee (herself, Greg Roggeman, Emily Rogier) will be meeting soon to discuss membership incentives.
  • Members: 293 current members (308 in November).

Safety:

  • The Committee will be meeting soon to focus activities.

 Block Captains:

  • Pat reported that they are working to verify the list of current block captains and recruit new block captains.

 Century Homes:

  • Jenna reported that plaque deliveries for the last sale cycle were delayed due to production outage and winter storm.
  • The Committee is exploring other vendor options.
  • The next sale will start in March.

Treasurer’s Report:

  • As the new treasurer, Pat is working to get treasurer materials (e.g. checkbook) from Carol. Pat requested approval to start using QuickBooks to streamline LPNA accounting practices.

A motion was made by Emily Yale and seconded by Lisa Roggeman to allocate funds ($35 monthly) for QuickBooks for accounting purposes.

Old Business

  • QT Meeting: The January town hall meeting was held with neighborhoods to solicit feedback on the planned QT project. Neighbors expressed concerns over large truck traffic, air quality, and overall impact on the bike lane’s access to the Greenway.

New Business

  • Business Liaison: Greg Roggeman will function in this capacity. Now that Carol has stepped down from her role and does not work/live in the neighborhood, the Board needs a new board member.
  • Date for Strategic Planning: a Zoom meeting will be held on February 3 at 7pm

There being no further business, the meeting was adjourned at 8:51pm.
